Funding Announcements

 

The State’s existing Governor’s Overdose Task Force Action Plan has guided millions of dollars in overdose prevention and substance use treatment investments. Opioid settlement funds are used together with existing funding from the Opioid Stewardship Fund (OSF), the Centers for Disease Control (CDC), and the Substance Abuse and Mental Health Services Administration (SAMHSA). Opioid settlements will add an additional $114 million to that pot of money over the next 18 years.

As part of Rhode Island’s plan to distribute these funds, funding opportunities are made available for local organizations. There are a variety of funding options, including State Opioid Response funds, Requests for Proposals, and ongoing funds. This page lists the current funding announcement. Comprehensive Addiction and Recovery Act (CARA)

The Drug-Free Communities (DFC) Support Program was created by the Drug-Free Communities Act of 1997 (Public Law 105-20). The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) are accepting applications for Fiscal Year (FY) 2026 Comprehensive Addiction and Recovery Act (CARA) Community-based Coalition Enhancement Grants to Address Local Drug Crises Grants (CARA Local Drug Crises Grants) as an enhancement to current or formerly funded Drug-Free Communities (DFC) Support Program recipients.

The purpose of this program is to prevent and reduce the use of opioids and methamphetamines and the misuse of prescription drugs among youth ages 12-18 in communities throughout the United States.

Drug-Free Communities (DFC) Support Program

The Drug-Free Communities (DFC) Support Program was created by the Drug-Free Communities Act of 1997 (Public Law 105-20). The Executive Office of the President, Office of National Drug Control Policy (ONDCP), and the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) are accepting applications for Fiscal Year (FY) 2026 Drug-Free Communities (DFC) Support Program grants.

The purpose of the DFC Support Program is to establish and strengthen collaboration to support the efforts of community coalitions working to prevent youth substance use. By statute, the DFC Support Program has two goals:

  • Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth (individuals 18 years of age and younger).
  • Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

Opioid Settlement Municipal Incentive Fund - Application Deadline: Multiple (see below)

Opioid Settlement Municipal Incentive Fund

Purpose: The Executive Office of Health and Human Services (EOHHS) invites applications from eligible and qualified vendors for the implementation of supportive service enhancement activities, leveraging resources provided by the Opioid Settlement funds to increase transparency, coordination, and alignment with the municipalities.

Task 1: Incentives to increase collaboration with the Opioid Settlement and Governor’s Overdose Task Force Strategic Plan

Description of Activity: Develop and implement reporting templates and cadence in partnership with EOHHS. This task is required of all applicants.

Rationale for Activity: Improve alignment with the State’s overdose response plan and reduce duplication of efforts.

Task 2: Expansion of existing programming

Description of Activity: Provide funding to municipalities to expand existing municipally funded programs. This task is optional.

Rationale for Activity: These funds will be used to expand existing programs that are currently funded by municipal funds and deepen local level relationships with State funded community partners, Health Equity Zones, and improve alignment with the State’s overdose response plan.

Types of Funding

SOR Funding

State Opioid Response funds are grants provided to the state from SAMSHA. The goal of SOR grants is to address the opioid crisis and reduce overdoses by providing funding to increase access to the needs of Rhode Islanders. These needs can include recovery housing, MOUD, treatment and more.

RFP Funding

Rhode Island posts Requests for Proposals as a need for goods or services are needed in the state, and as funding becomes available. Bids are taken by applying on the Bid Board. Follow this Bid and Solicitation Guide for an in-depth guidance of the application process.

Mini-Grants

The Rhode Island Department of Health (RIDOH) routinely offers mini-grants of up to $4,950 to community-based organizations to support projects that address the overdose crisis. Contingency Management FY2027

Contingency Management (CM) is a highly effective, evidence-based methodology for improving substance use disorder outcomes. It does so by activating the brain’s reward and inhibitory systems through both positive and negative reinforcement using immediate, concrete incentives in a progressive reinforcement schedule. CM involves setting frequent objective goals (usually participation or an achievement of a treatment goal), which patients can earn tangible rewards. CM is empowering individuals through positive rewards, helping them stay engaged, accountable and motivated throughout their recovery journey.

Coordinated Specialty Care for First Episode Psychosis

The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) seeks proposals to implement Coordinated Specialty Care (CSC) Enhanced treatment teams for Youth and Young Adults (YYA) experiencing First Episode Psychosis (FEP). This initiative is supported by the Community Mental Health Services Block Grant (MHBG) 10% set-aside, as mandated by the Substance Abuse and Mental Health Services Administration (SAMHSA), to implement evidence-based programs for intervention in Early Serious Mental Illness (ESMI). The MHBG’s FEP required set-aside funds will be used to fund enhanced evidence-based CSC treatment programming. Evidence-based CSC interventions designed for FEP will be implemented by enhancing established Assertive Community Treatment-Young Adult (ACT-YA) teams within a Rhode Island (RI) Certified Community Behavioral Health Clinic (CCBHC) to deliver the evidenced-based CSC programming tailored to FEP.

Peer Recovery Services for Emergency Departments FY26

The expected outcomes from this service are two-fold: to increase the availability and utilization of peer recovery support services within hospitals, and, for one vendor to deliver Peer-Based Recovery Supports (PBRS) within hospital emergency departments statewide. Consolidating emergency department responses through one vendor will allow for statewide coverage of emergency departments without the need to duplicate on-call after-hours shifts. It is expected that the vendor will work with hospital staff and other stakeholders to understand the time(s) of day and day(s) of the week that experience the most requests for peer response and staff accordingly. Ongoing communication and data collection efforts should guide shifts in staffing patterns to ensure timely and adequate response to ED requests for PBRS over time.

The longer-term goal of this work is to deepen and expand the relationships that exist between the state’s hospitals and other medical providers and its Peer-Based Recovery Support Service providers so that patients can access PBRS in the ED, after a hospital admission, through primary care providers, and in the community. It is the vision of the state that healthcare providers are aware of PBRS available to their patients, understand the unique value these services provide, and can easily access them in any stage of patient care.

It is the expectation of this contract that the approved vendor will support pilot programming aimed at creating connections between CPRS and primary care, should funding become available. Tasks associated with participation shall be jointly determined and will be for specific activities not already included under this RFP. Any participation in pilot activities will be defined and agreed to in writing, by both BHDDH and the vendor before any work begins.

It is a requirement of this contract that the vendor support staff providing PBRS to become Dual-Certified CPRS/CHW Certified Peer Recovery Specialist (CPRS)/Community Health Worker (CHW) within one year of hiring.

Collegiate Recovery Program for RI Institutions of Higher Ed FY26

This Scope of Work outlines the project plan for the implementation of Collegiate Recovery Programs (CRPs) at institutions of higher education in Rhode Island. The program’s primary objective is to support students in recovery from substance use disorders (SUDs).

Collegiate Recovery Programs are designed to support students in recovery from substance use disorders, providing a structured environment that supports their efforts to maintain their sobriety. CRPs offer a range of campus-approved services, such as peer support groups, sober social activities, and referrals to campus counseling and academic support services.

Municipal Incentive Funds

The grant funding aims to enhance support initiatives, programs, and services directly related to addressing the impacts of the opioid crisis and supporting individuals and families impacted by the opioid crisis. Eligible municipalities are encouraged to apply for one or more activities, including strategies to improve prevention and access to treatment. These activities are aimed at increasing collaboration with the Opioid Settlement and the Governor’s Overdose Task Force Strategic Plan, as well as the expansion of existing municipally funded programming.

Coordination of Advanced Dental Services for People in Recovery

The Rhode Island Executive Office of Health and Human Services (EOHHS) is seeking proposals for a pilot project focused on the coordination of advanced dental services for people in recovery from opioid use and/or substance use disorder. This pilot aims to provide oral health rehabilitation services through a cadre of dental practices to people in recovery who (1) do not have dental insurance or who (2) do not have full coverage as an existing Medicaid beneficiary.

Recovery House Services

The Rhode Island Department of Behavioral Healthcare, Developmental Disabilities & Hospitals (BHDDH) seeks vendors of recovery residences certified at NARR standards for Level II and Level III that specifically support individuals receiving medication-assisted treatment. All vendors applying for funds from this solicitation must have current, active certification through RICARES prior to start of contract. Level certification applies to a whole house, meaning that vendors may not have both Level II and Level III beds in a single residence. Vendors must choose which level they are applying for and submit a proposal for the scope of work and staffing pattern specific to the level they are applying for. Vendors must provide recovery house services in accordance with current NARR standards for their certified level and comply with all policies and procedures established by BHDDH. BHDDH aims to award contracts to certified recovery houses that accommodate men, women, and LGBTQ+ individuals with a substance use disorder. BHDDH will not contract with houses exceeding a 16-bed capacity. A waitlist and referral process will be managed by the Rhode Island Hope and Recovery line at 401-942-STOP (7867). Individuals seeking financial support for recovery housing must contact this line for eligibility screening. Eligibility will be reassessed every 60 or 90 days, for up to 365 days. Vendor is required to update bed availability.

Homelessness Prevention Initiatives Grant Program

The Executive Office of Health and Human Services (EOHHS) is pleased to announce a rolling, open grant program aimed at addressing Homelessness Prevention Initiatives for Priority Populations. Developed in partnership with the Department of Housing, this program is funded through the Opioid Settlement and Medicaid’s Home and Community Based Services (HCBS) enhanced Federal Medicaid Assistance Percentage (e-FMAP). Grants will be awarded on a quarterly basis until funding is exhausted. Due to funding spend down restrictions for certain activities, prioritization will be given to the grant activities utilizing a phased approach.

Rhode Island Foundation Opioid Settlement Impact and Recovery Grants

The Rhode Island Foundation, in partnership with the Executive Office of Health and Human Services, is offering nearly $2.5 million in grants from the state’s Opioid Settlement Agreement to address the opioid crisis. Funding is divided among four main categories: $625,000 for Trauma Supports to provide mental health counseling for first responders; $850,000 for Individual, Family, and Community Recovery Supports and Capital to aid affected communities and promote holistic recovery programs; $700,000 for Youth Community-Based Prevention to support trauma-informed prevention services and leadership development for young people; and $300,000 for Emerging Issues, targeting marginalized groups and emerging overdose-related concerns.

State of Rhode Island (SOR) Funding Opportunity | Recovery Housing

The long-term goal associated with this initiative is to reduce incidents of overdose and recurrence of substance use disorder, specifically with opioid or stimulants (including methamphetamine and cocaine). The intermediate goals are to reduce use of substances among the individuals served and to increase stability in employment and living arrangement. The short-term goal is to expand access to Level II, Level III, and Level IV recovery residences to support individuals in recovery from substance use disorder that are need of a supportive and structured living environment.

State of Rhode Island (SOR) Funding Opportunity | Recovery Housing Program (RHP)

This program, authorized under Section 8071 of the Support for Patients and Communities (SUPPORT) Act, is designed to help individuals in Recovery from a Substance Use Disorder Become Stably Housed. The Recovery Housing Program (RHP) allocates States to provide stable, transitional housing for individuals in recovery from a substance-use disorder. The term individuals are permitted to remain in the program is limited to not more than two year or until the individual secures permanent housing, whichever is earlier.
